A Critical Gap in Toronto’s 311 System — Request for Action on Leaf Blower Noise

Complaints about daytime noise exceeding 55 dB from sources such as air conditioners and musical instruments are investigated when limits are breached. However, the excessive noise of gas leaf blowers, which produce 95–110 dB of sound intensity, alongside toxic exhaust emissions and airborne dust, go completely untracked because their daytime use is legal.

Toronto cannot properly assess or solve a problem it does not systematically measure. Without consistent data, City Councillors lack the ward-level metrics needed to evaluate the true scale, frequency, and impact of this noise on residents’ quality of life.

Gasbusters proposes updating Toronto’s 311 system to track these specific complaints.  If elected, we hope that you will support directing City staff to establish a tracking framework for daytime leaf blower noise that gives Council the evidence needed to determine where action is most needed.
